I have just found a quite similar cuff in "Treasures of the Bir Collection" by W.-D. Seiwert on p. 286. It is described as coming from South-eastern Turkey, more exactly Diyarbakir (today a city with a large Kurdish population that has recently been in the media again because of the on-going conflicts there).
