Looks Siwa to me. There are photos of similar temporals in the Margaret Mary Vale's Sand and Silver.

This is in a collection here in the US. I really like it a lot, though I'm not sure if it is silver or not. The shell buttons appear quite old.

Wonderful, I also like the top part (leather - Shell) ! It is somehow special (jewellery combined silver/metal with leather and shell!!!)!

the bells have a lot of green patina so much copper in them.

May be verdigris not copper.
