It is most definitely a headpiece, worn on a large structure above the head. A classical example of its type.

The way this is worn as part of a large headdress is shown in the D. and R. Schletzer book *Alter Silberschmuck der Turkmenen*, p. 212. The piece is called a "serajna".
Dear Joost - thank you. That is another book to go onto my shopping list! I have tried searching for images of how it would be worn on Google, but no luck yet.
Hi Charlotte (and others): Google "serajna Schletzer". You will get four entries. Choose the FOURTH entry, which is a PDF. That will show you pages (I think 39 and 40) which contain both a photo of the serajna itself (very similar to Peter's) and next the drawing in the Schletzer book. Good luck!
