I feel it is a kind of a modernist . art deco (?) style made somewhere in Europe but it totally fits persian coloring standards with those lovely lapis lazuli cabs!
Beautiful belt! I also feel it is most likely an art deco period piece rather than "ethnic", but it is very attractive all the same. The way the stones are set reminds me of Southern German/Austro-Hungarian folk jewellery. What I really like is the woven part!
