This looks like a anklet from Rajastan to me, it depends on the diameter ofcourse. My pair of this type has a outer diameter (without the "balls") of 10,5 cm.
This one is lovely too, maybe Anne Marie can give us inside diameter.
Definitely Indian, and likely enough Rajasthan, as Harald suggests. As a TYPE, it seems more likely to me to be an anklet than an armband.
Reasons for thinking it is an anklet (even if perhaps small-size): the fact that it needs to be opened, and the construction with "outsize" baubles. I would suggest that EACH of these factors points away from an armband, though I am not going to be dogmatic about the issue.
