Amulet - Ottoman

This amulet, 9.5cm long, is featuring chased silver endings, each with a ruby. The tube itself is leather. The horizontal lines are silver inlays. It would be interesting to know more about the provenance and actual use of it and I appreciate all corresponding inputs accordingly.
