It does look a bit like a fish server though - and that would be quite fitting with the fish swimming in the middle :)
If I am not mistaken, the word could be SHADAI (one of God's names in Hebrew) whose initials stand for the words "Shomer Daltot Israel" (Keeper of the doors of Israel). But maybe someone else knows more...
