It is certainly a Tuareg Korkoro, a pendant worn by Tuareg men, ususally on their cheche (Turban), in the regions of Niger - Mali deserts. Inside are normally worn protective items, against bad djinns (Spirits) who are found in the desert (Sahara). If you look around the photos on this site, you will find similar pieces shown earlier by other members.
