I think it is likely to be Algerian. There is a picture in W. Tamzali's "Abzim Parures en bijoux des femmes d'Algerie" showing a lady with a number of these in her headband.

Indeed JOSE, around 1950's, they were very widespread even among freshly immigrated algerians in france at that time...
