From southern Tunisia/Libya, also called "hilal" ("moon"). Good silver, probably late 19th or early 20th century.

From the pin, I assume this is a type of fibulae.. very beautiful, wondrful intricate art!

It is used in the south (especially places like Medanine) as a fibula, and usually would be in a pair.
