Hello Kymmberly. Very nice piece. Looks older and nicely worn. Unfortunately I cannot really help- a wild guess would be Baluch or perhaps Omani work? But it really is no more than a wild guess...
I had the same idea as Betty, also because of the little stones inside to make the sound. And because of the "eye" at the front and the ends being flat as in the Omani anklets. But on the other hand the Omani work is more refined.
