Not sure what this is or where it came from.
This strikes me as Australia pacific region (Phillippines, Indonesian Archipelago or Papua). The iconography is consistent. The ancestor figure is giving birth and is flanked by naga (sea monsters). In regional mythology the sea monsters are part of the underworld. The normal world looks like a boat and rests on the back of the sea monsters.
The iconography on this hair comb from the Maluku islands is similar.
