The mark to the right hand side looks like Russian silver mark for 1908-17. The triangle (greek delta) is a district mark for Moskovsky, 84 is the Russian silver standard. The M3 could be the silversmiths mark.

I agree with Lizzy. If it is an real Russian hallmark, M3 has to be the markers mark (Cyrillic letters, the M=M, "3"=Z in Latin script). However, the same style of kokoshnik mark was not only used in the years prior to the Russian Revolution, but was reinstated in 1984 (and often forged thereafter) according to this source: http://www.silvercollection.it/dictionarykokoshnik.html
I wonder why a piece made in Bukhara would be stamped with a Moscovite hallmark? If anyone knows more about the practice of hallmarking pieces from Central Asia with Russian silver marks I would be most interested to learn more.
