These could be Tibetan zodiac symbols but I can`t find a snake or a rabbit. Maybe it`s variable. But it`s a bit hard to interpret some of the little creatures.
They often surround a buddha but it would need a leap of imagination to imagine the centre plaque could represent one.
@Frankie - I was also thinking of Zodiac signs (the Little animals), I have a Chinese (Laos) bracelet with 12 figures on two sides, that means altogether 24. but this pendant has not this number.. also I do not know whether Chinese and Tibetan have the same number of zodiac symbols. But it could go into that direction........
Eva, did you see my comment about the back of the pendant involving the windhorse, which I feel quite strongly could be involved. However, my knowledge of the subject is sadly lacking.
