Could also be from Nagorno Karabakh, I saw quite a few of these while travelling in Armenia. The two eagle/bird head shapes are typical. Will try to find a picture of a complete one these days.
It would be nice to see some reference material Betty. I have found other similar pieces on internet but they are often with uncertian attribution. It would not surprise me if this style could be found in several places within this area.
