Betty I posted a bracelet from Harrar. Same family as yours. Remember I strongly belief that many of the Yemen,Ethiopian jewellery finds its origin in India.
I would also tend to say India. The similarity in designs between the Arab peninsula and the Subcontinent is really remarkable. I noticed that this piece and an anklet from Yemen show very similar decoration while the latter and Ingrid's anklet from Harar are also similar:

Betty the photo I placed is a bracelet and not anklet, they are worn high on the upper arm.
What I like most in your upper arm piece, however, is the beautiful floral design. I have not often seen this in Ethiopian piece. Quite outstanding!
