Does anyone recognise this bangle and its origins

I think it's African as it reminds me of money bangles, but it tests as silver and has a hallmark which seems to consist of 2 rows of dots in a cartouche.  It weighs 74.6 grams.  Many thanks in advance for your wisom.

    No there's no enamel just a lot of patination.

    Looks North African-- is that red enamel on it?
